One thing to watch out for, is one of those places that say they send your site to 1000's of search engines by some automated system. Those are marked as spam by the search engines, since it will detect that it is being sent by a script. Not to mention, you can find sites out there that do the same thing for free.
To get your site indexed with a good ranking on search engines, is work. There are a lot of good SEO companies out there, but there are also a lot of automated systems like described above, that don't do any actual non-automated work. They can even sometimes hurt your site's rankings.
Note: I am not an SEO expert, so take this advice with a grain of salt. But still listen to me about the automated search engine submission sites, those are bad. If you can't get through to an actual human being, to clarify how they will get you listed on search engines, I personally wouldn't recommend them.

I'd stay well away from the "we'll send you X amount of traffic for only $19.99" or some other ridiculously low amount.
Likewise, stay away from the "submit to 3,000" or whatever large quanity of engines. If you want to submit, then go submit to GYM (Google, Yahoo!, MSN) and you'll have most of what you need right there.

From my own experience regarding Google, I've read that it is better to let Google find your site on it's own then to submit your site. This is part rumor based on people doing a bunch of experimenting, since Google's actual search algorithms are trade secrets... Supposedly if you get at least 3 sites that have a Google page rank of 3 or better to link to some page on your site, like the index, then it puts you on the map in Google. Now, how to get your site linked to from 3 or more sites that already have a high page ranking, is up to the SEO people you are paying, or you could do a lot of research and footwork yourself.

Sorry, I don't agree. I operate 10 sites all of which have been successful with simply submitting to individual search engines. I use the $2.50 drop now to get a boost. I have not seen a drop in ranking, rather a gain. There is hundreds of tips and tricks to seo. The individual must decide on their own route based on their own needs and their budget. Personally, I try to do things the free to super cheap ways because I have an extremely low budget. However, if you want to invest in a person rather than a script, that's your perogative.
