I suggest implementing PHPAdsNew (http://phpadsnew.com/), it is a very well developed and highly used banner application that lets you set up campaigns and zones and separate accounts for login and banner management. I use it on our websites, see an example at http://www.hificlassifieds.com. Best of all it is free, and pretty easy to install/configure.
